
The establishment of an accessible renewable energy transmission highway throughout the U.S. has created significant
challenges for electric utilities, unregulated utility subsidiaries, owners of renewable energy projects, merchant power project developers and large electricity end-users. The
ongoing formation of Independent System Operators (“ISO”), and Regional Transmission Organizations (“RTO”) has created a host of new ground rules and procedures for purchasing
and selling renewable energy through the transmission grid and newly developed Competitive Renewable Energy Zones ("CREZ") for transmission corridors. Numerous issues exist today
concerning the physical and transactional aspects of transmission access by third party users from local interconnection facilities to movement of renewable energy over longer
